Maria Ressa's letter to ABS-CBN News and Current Affairs

Dear Team,
There is a time and place for everything in our lives. My time and place as head of ABS-CBN News & Current Affairs is nearing its end.
My contract ends on Jan. 3, 2011, and I will not be renewing. I have nearly six months of accumulated leaves so I will go on terminal leave beginning Nov. 15.
It's time for me to move on, but it's important we transition properly and prepare our organization – and its new leader – for the challenges ahead.
Ging Reyes will be taking over as news head. She will be arriving in Manila on Oct. 18 to begin our transition. Home-grown ABS-CBN, she has more than twenty years experience as a journalist, the last eight years as North America bureau chief. Please give her your full support as she takes the helm of our multi-platform operations.
I want to thank you for six amazing, incredible years where we took risks together to help define the future of journalism and our nation. MANILA, Philippines—A professor who lived near Cochin in India was diagnosed with six blocks in his heart arteries some years ago. He was ordered by his doctors to undergo a bypass surgery. Instead, his friends and family checked him into a Nature Cure Yogashram in Kerala.
After 30 days, the professor came out completely healed. He has followed the health principles he learned in the hospital and has been enjoying good health since.
The Nature Cure Yogashrams of Rev. Dr. Thomas Maliekal, ND, PhD have helped more than 50,000 patients since the first one was established in 1981. Dr. Maliekal's story
Some 30 years ago, Rev. Thomas Maliekal, a Catholic priest, suffered from severe health problems including asthma, migraine headaches, and obesity. Another priest encouraged him to start a nature cure diet and explained to him how to change his lifestyle for better health. Rev. Maliekal followed the advice and was eventually cured. He kept the lifestyle and has since enjoyed three decades of almost perfect health.
"I was suffering, yet this suffering was easily cured without the need for medication, without any side effects and with very little expense," the priest explains. Conventional medicines almost always give side effects, are expensive, and sometimes cause more ailments. When he got cured, Rev. Maliekal tried to help other people. He started to learn more about naturopathy, through his guru, naturopathy courses, and hands-on experience. He expanded his study to include yoga, magnet therapy, physical exercises, herbal therapy, and nutritional therapy.
Patients started coming to him for health advice and medical help. Old people and patients with so-called incurable illnesses came to him and got better, "so I thought I'd open a place where more people can be cured through diet, exercise, and other natural methods," he says. It was then that the St. Tresa's Nature Cure Yogashram was born, a hospital that operates upon the basic principle of naturopathy: The body has a special and natural structure, which is 80 percent alkalinity and 20 percent acidity. When this natural balance is kept, the body's health is likewise maintained. It is a very simple method, but definitely life changing.
Today, Rev. Dr. Thomas Maliekal runs two residential naturopathy hospitals in Kerala: St. Tresa and Cardinal Padiyara, which was established five years after St. Tresa. There is already a third one in Chandrapur near Bombay, the Amala Nature Cure Yogashram. "People come and stay for 15 to 30 days to learn about how to change their lives, to practice, and get well," he explains. At these nature cure hospitals, patients are encouraged to attend classes and learn about naturopathy principles. They are also encouraged to meditate, pray, and keep their faith in God.
The 5 elements
The human body is composed of five elements: akasa (ether), vayu (air), agni (fire), jel (water), and pritvi (earth). When kept in balance, the presence and combination of these elements assist the body in its functions. These elements also help the body get rid of toxins.
1. Akasa. Emptiness is power. Ether or, essentially, empty space in the body is created through fasting and prayer. When a person fasts, the emptiness created helps the body remove the accumulated waste in the system. Rev. Dr. Maliekal encourages everyone to fast at least once a week. A person could do this by eating raw vegetables and fruits only, including juices and water; by having less meals than what he normally has in a day; or, if he is ready, by taking in water only. Fasting has some considerations and is ideally done under the close supervision of a naturopath.
2. Vayu. Air is obtained through exercise. Daily exercise like yoga and tai chi is recommended. Rev. Dr. Maliekal also emphasized the importance of wearing light colored clothing made from cotton, as opposed to synthetic materials. "So that the air passes through and the body maintains a connection with the sun, light and the cosmos," he explains.
3. Agni. The body draws light energy from the sun, so it is important to spend some time in the sun every day. A mild sunbath from 20 to 30 minutes a day is recommended. Exercises, meditation, or prayer can be done during this time. Light cotton clothes are best for these activities.
4. Jel. There are various ways to use water for health: drinking; washing, bathing or cleaning; or by using water as therapy. At Rev. Dr. Maliekal's Yogashrams, therapeutic baths include the hip bath, spine bath, full bath, mud bath, and steam bath. Massage is also recommended.
5. Pritvi. The earth produces our food. It is important to make sure that our daily diet is composed of 80 percent alkaline, and 20 percent acidic foods. The satvic diet (positive or alkaline diet) is made of vegetables including greens, sprouts, and fruits. The rajasic diet (semi-acid, semi-alkaline) includes cereals, grains, nuts, and seeds. The thamasic diet (or negative diet) is made of food items that are unnecessary, and those that cause sickness. Examples of these acid forming foods are: those cultivated with chemical fertilizers, junk food, sugar and its products, pickles, drinks that contain tannin and caffeine, non-vegetarian foods, carbonated beverages, canned or preserved foods, synthetic food items, and bakery items.
Follow the 80-20 rule at every meal, that is, one part rice for every four parts of veggies. "If you do this every day, you can be perfectly healthy and your illnesses will disappear... that's all," Rev. Dr. Maliekal assures everyone.
The right way to eat and drink
Rev. Dr. Maliekal stressed the importance of chewing well, until solid becomes liquid, before swallowing. He also advises against drinking liquids while eating solid food. "Take your liquids half an hour before eating, or one hour after," he says. When one's appetite is good, it is best to eat during the day only. At night, liquid food like soup can be taken, or fruit be eaten two hours before sleeping. Incidentally, a fruit (one variety at a time) should be taken alone at a meal, for best results.
When drinking, don't gulp your drink in but slowly sip it. A person may drink warm or normal temperature water, but never cold drinks because these stop digestion and lead to gassiness. As a general rule, avoid food and drinks that are too hot or too cold.
Rev. Dr. Thomas Maliekal's Model Diet
6 a.m. – Drink pure water or vegetable juice like cucumber (which could "melt" blocks in arteries, according to Rev. Dr. Maliekal)
6:30 a.m. – Meditation and exercises
8 a.m. – Eat fruits
11 a.m. – Take some vegetable juice, vegetable soup, or coconut water. May be taken with honey, muscovado sugar.
12 nn – Have some rice or wheat bread (1/3) with green leafy vegetables (1/3), and cooked vegetables (1/3). Don't take fruits with the meal.
2 p.m. – Have a glass of water
4 p.m. – Eat fruits or nuts
6 p.m. – Have cooked veggies, soup, and whole wheat bread
8 p.m. – Have some soup, honey water, or water with lemon juice
9 p.m. – Bedtime
Note: If your produce is not organic, simply clean them by soaking in warm salt water or warm vinegar water from 30 minutes to 1 hour. Then rinse them using clean water.
5 Power Recipes
Daily Drink
Mix vegetable juice (cucumber, zucchini, carrot, etc.) with juice of green, leafy vegetable (mint, parsley, malunggay, pechay, spinach, oregano, basil, etc.). Experiment with the combinations to get the taste you want.
Peanut Milk
Mix peanut and water in a blender. Great for growing children. You can also add some coconut milk.
Daily Dessert
Mix papaya, coconut milk, and muscovado sugar in a blender. You may also use honey instead of muscovado, and add raisins or other fruits.
Mango Chutney
Mix mango, raw coconut (firm), greens, salt, onion, and chili. You may also fry the coconut to get a variation in taste.
Best Salad
Mix orange slices with shredded coconut and muscovado sugar. You may also add/substitute papaya, grapes, or other fruits.

UN cites Albay as Model for Disaster Risk Reduction

MANILA, Philippines — United Nations (UN) Secretary General Ban Ki-moon has cited the province of Albay as a model for good practices on disaster risk reduction for this Thurday's commemoration of International Day for Disaster Reduction.
"Today, on the International Day for Disaster Reduction, we recognize what local governments and communities are doing to protect themselves while building more sustainable towns and cities," Ban said in a message.
Ban said Albay is among the role "models with good practices," along with Hyogo Prefecture in Japan; Bangkok, Thailand; Bonn, Germany; Mexico City, Mexico, and Mumbai, India.
Albay was among the local governments which initially signed on to the UN's campaign on climate change in Bonn, Germany in May. It was among the first to commit to a 10-point checklist to step up investment in urban planning, infrastructure and building safety; to reinforce drainage systems to reduce flooding; and to install early warning systems, among other measures, under a two-year UN campaign dubbed, "Making Cities Resilient: My City is Getting Ready."
It was Albay governor Joey Salceda who initiated a climate change action as part of a strategy towards economic and social development, urging other local governments to do the same.
Albay is home to 1.3-million people. It has gone through major volcanic eruptions and typhoons, including supertyphoon "Reming" (international name: Durian) in 2006.
For its part, the European Union (EU) cited grants amounting to 2.1-million euros (approximately P127-million) for disaster risk reduction projects in the country this year.
"Disaster preparedness saves lives. The EU has for many years worked to support disaster Risk reduction efforts by helping national and local government agencies, non-governmental organizations (NGOs), and communities to take effective and sustained measures to help communities prepare themselves against natural disasters," EU Ambassador Alistair MacDonald said.
"Here in the Philippines, the recent adoption of the Disaster Risk Management Act and of a Strategic National Action Plan (SNAP) for disaster risk reduction will help greatly in ensuring that communities are better prepared for the worst that the weather can bring. The EU is proud to have contributed through its local and international partners to models institutionalized by the Act, and to the preparation of the SNAP itself," MacDonald said.
The seven new projects to be funded by the EU will be implemented in the next 15 months, including capacity-building activities with local government units, strengthening of early warning systems and public information campaigns.

'Confluence of events' leads Ressa to 'move on'
MANILA, Philippines—A "confluence of events" led ABS-CBN senior vice president Maria Ressa to "move on" and leave the giant TV network, according to a network source.
The source said that Ressa's decision not to renew her contract with ABS-CBN came amid internal problems in the network, including the fact that she did not see eye to eye with some top management officials, Channel 2's news programs were struggling in the ratings war, and the flak over the network's handling of the Aug. 23 hostage drama.
There was also the "problem" of her opinion piece in Asian Wall Street Journal on Sept. 6 that was sharply critical of the Aquino administration's handling of the hostage tragedy.
The article came out two weeks before President Benigno Aquino III visited the United States with a party that included ABS-CBN's top honcho, Gabby Lopez.
Bong Osorio, head of ABS-CBN's Corporate Communications, denied speculation that Ressa—senior vice president of News and Current Affairs and managing director of ANC (ABS-CBN News Channel)—decided to leave the network because of pressure from the Aquino administration.
"I don't think that has happened ... [that there was] pressure," Osorio told the Philippine Daily Inquirer.
In a phone interview, Ressa said she planned to focus on writing, specifically putting up her own blog.
"But I really don't know what's next. I will sleep on it for a while," she said.
Ressa added she was "not sure" whether or not she would continue her Wall Street column. The blog is also "an experiment," she said.
Ratings problem
"There isn't really one specific factor or reason. It's a confluence of events," said the network source, who asked not to be identified for lack of authority to speak on the matter. "She has been with us for so long and has lent her name to the organization. She can't be budged out by one event."
"But there are many problems (at the network)," the source added.
The source said Ressa had an "untenable relationship" with some top management people, including ABS-CBN president Charo Santos.
"They don't see eye to eye and she also had a feud with Chari Villa, when they used to be close," the source claimed.
The ratings of the TV giant's news programs in the mega Manila area, which advertisers closely follow, are also "very problematic," the source said.
"It's either we are at par with that of the other network or five points behind. We did not really pull away from the competition," the source said.
"And now Channel 5 sometimes gets the No. 2 spot on some days so she was really under pressure to do certain things."
AWJ article
The source said top management wanted an overhaul of the news programs, particularly TV Patrol, but Ressa was seen as "resisting" this.
In her article in Wall Street Journal, Ressa referred to factions within the Aquino administration and said: "These factional splits played a big role in last month's bungled response to the hostage crisis."
The article also said: "For many Filipinos, this bungling is wearingly familiar. The country has a famously weak system of law and order which often sees criminals go unpunished. Mr. Aquino ran for office promising to clean up this culture of corruption. That's why the hostage crisis was so disturbing: It was a disastrous example of incompetence, political factionalism and lack of national leadership."
"It (the article) was a kind of embarrassment because it came out on the eve of the President's trip to the US, which included our boss," the network source said.
"It would have been OK to do it as a journalist but she was identified as the head of News and Current Affairs and so we were dragged into that thinking which was very critical or very scathing of the administration," the source added.
No Palace pressure
The source also dismissed rumors that Malacañang pressured ABS-CBN to let go of Ressa since even Kris Aquino, the President's sister and an ABS-CBN star, had been critical of the network's news coverage.
"I think it's not so much about Malacañang. It's more of internal considerations," the source said.
The source said there were suggestions that former Vice President Noli De Castro and Korina Sanchez be brought back in "but she (Ressa) did not want this."
Osorio told the Inquirer that Ressa was also considering teaching at Princeton University, her alma mater. "She also plans to go on vacation and later, write a book. She will not run out of things to do."
Is Ressa free to write a tell-all, behind-the-scenes book on her six-year stint in the Kapamilya network?
Osorio said her contract didn't prohibit her from writing a book or in a blog. What her contract bars is transferring to a rival local network, he said.
"She cannot transfer to TV5, for example, because she has a noncompeting clause in her contract. She can, however, join a foreign media outfit, like CNN, where she was Jakarta bureau chief before joining ABS-CBN."
Osorio said her departure was a "personal decision."
Part of the territory
As Ressa said in her statement, "she didn't resign, but simply chose not to renew her contract (which ends Jan. 3, 2011)," he said.
Osorio doesn't think Ressa was "unhappy" either. Or that she was affected by the purported "big enemies" she made in and out of the newsroom during her tenure as news head in ABS-CBN.
"Having enemies is part of the territory. Maria speaks her mind," he said.
Osorio also noted that ABS-CBN management had fully supported Ressa despite criticisms over the media coverage of the hostage crisis.
"That was very clear that the network was behind Ressa and would continue to fight for the independence of its news team," he said.
Another network source said Ressa was asked about her reasons for leaving when she met with employees on Monday night but she only said it was time to "move on."

Many years ago, i saw Ressa sa Greenhills.. I look in her eyes and I felt something in her.. Almost somewhat like despair.. I don't know pero un ung nafeel q s knya..

Kasabay nito, nagpahayag din si Honasan ng pagtutol sa mga mungkahi na ipinagbawal sa mga tauhan sa Palasyo ang paggamit ng mga social networking sites tulad ng Facebook at Twitter.

Noli, Korina to return to TV Patrol
MANILA, Philippines - ABS-CBN announced on Wednesday that veteran broadcast journalists Noli de Castro and Korina Sanchez will be returning to TV Patrol on November 8, Monday.
"For the first time, three respected news icons in Philippine broadcast journalism are joining forces to strengthen "TV Patrol," ABS-CBN's flagship newscast and the leading news program in the country for the past 23 years," the country's largest broadcast network said in a statement.
"Starting November 8, Korina Sanchez and Noli 'Kabayan' De Castro will return to television to join Ted Failon in 'TV Patrol' to form the most tried and tested news team ever assembled in the history of Philippine broadcasting," ABS-CBN said.
ABS-CBN said "de Castro returns with a wider knowledge of the workings of government after his stint as vice president of the Philippines."
De Castro served as senator from 2001 to 2004 and as vice-president from 2004 to 2010. He decided not to run for the presidency in 2010, choosing instead to return to broadcasting.
Karen Davila and Julius Babao are set to join ABS-CBN's late night news program, Bandila, to join Ces Drilon as anchors.
"Drilon, Babao, and Davila will provide deeper analysis and extended coverage of the day's biggest news in 'Bandila'," ABS-CBN said.
"The powerhouse team, all seasoned and working broadcast journalists, is collaborating to present news that matter to Filipinos all over the world and to give back to their kapamilya viewers by strengthening the public service commitment of ABS-CBN News and Current Affairs, the country's most credible news organization based on a recent study by Pulse Asia," the network said.

The company said Failon, "in his 27 years in the industry, is the 'Sandigan ng Bayan' for his commitment and focus on issues up to their resolution."

MANILA, Philippines—From the generic "Wow" to the hard-sell "Kay Ganda."
The Philippines, known the world over for its tropical charm, spectacular beaches and smiling people, has a new brand coined in the native tongue: "Pilipinas Kay Ganda" (So beautiful)!
"The brand that you are about to see is relevant, distinctive and believable ... It is something that we can distinctly claim and every foreigner who has visited our shores will attest to," Tourism Secretary Alberto Lim told stakeholders, VIPs, diplomats, government officials and other guests on Monday night.
Lim led the Department of Tourism in unveiling the new Philippine label in a flashy ceremony that also marked the retirement of the 8-year-old brand "Wow Philippines."
He said that the new campaign was "still a work in progress" and "not yet final," and that it would be rolled out to the public early in January. By then, he said, it would have undergone market testing and focus group discussions.
The new brand carries a logo featuring a sun, the ubiquitous coconut tree, and a tarsier (a primate endemic to the forests of Bohol) to portray the Philippines' distinctive tropical destinations and its people's sunny disposition, according to Lim.
Speaking later with the Inquirer, Lim said the smiling coconut tree and the tarsier cuddling the first "i" in "Pilipinas" were inputs by President Benigno Aquino III himself when the idea was presented to him.
Best qualities
"The brand ... extols the innermost beauty not just of our destinations but also of our people and everything else that we do," Lim said in a speech at the launch.
And it was not as if the tourism department fell short of imagination or inspiration in coming up with the new brand. Tourism executives said the brand harped on the Philippines' best qualities that made it stand out among its glossy neighbors.
From its modest 2011 budget, the tourism department has allotted P200 million for the brand campaign out of the P500 million earmarked for promotions next year, according to Undersecretary Vicente Romano III.
To drive home the point, Romano, who handles tourism planning and promotions, engaged the guests in a guessing exercise: From flashing photos of breath-taking beaches, rustic edifices, and giant shopping malls, which were in the Philippines?
The photos showed beaches in Bali, Phuket, Vietnam, New Zealand, Spain, Maldives, Malaysia, and Boracay and Palawan in the Philippines; shopping malls in Bangkok, Singapore, Malaysia and Metro Manila; and historic structures in Indonesia and Thailand, and the Philippines' Bacolod and Ilocos.
The guests, including, Vice President Jejomar Binay and Leyte Rep. Imelda Marcos, laughed when they found out that they had scored poorly.
Said Romano: "Our destinations [and] malls, they all look the same. What we need aside from fixing infrastructure is good marketing, and it starts with a new brand."
"Pilipinas Kay Ganda" was conceived following a study that concluded that "it is as much the beauty of the people as it is the beauty of our scenery" that drew foreign tourists, according to Romano.
Hospitality top drawer
The study showed that Filipino hospitality was among the top drawers of tourists from North America, Europe and Asian countries (except for South Korea).
The tourism department also considered the results of the CNN Consumer Connect and the Global Travel and Tourism Survey for Asia Pacific conducted by Synovate in May-June.
In the survey, 3,500 respondents were asked what holiday activities would interest them in their next vacation. Sightseeing scored 67 percent; arts and culture and beaches also scored high.
Romano said that while other Asian countries used English words such as "incredible," "amazing" and "cool" in their promotions, the Philippine brand was a way of expressing renewed pride in and hope for the country.
"We are using our native name and the vernacular to tell our story in our own way, to make it rise above the competition," Romano said.
He said the phrase "Kay Ganda" was also the best way to express appreciation for the Philippines' scenery, food and music, as well as its people and its attitude.
Using Filipino will also help set off a connection between locals and foreign visitors, Romano later told the Inquirer.
"It will help us engage with foreign visitors because they will be prompted to ask. And when they ask more questions, they will get more interested," he said.
Ricky Reyes
But social networking sites show that not everyone is happy with the new Philippine brand.
"Why do I expect Ricky Reyes to suddenly appear in the new [tourism] website?" Arnold Romero said in his Twitter account, referring to the noted beautician who uses "Ang Ganda" in promoting his chain of salons and services.
Said another Twitter user, Hazel Hung: "The slogan makes me want to go to a salon and have my hair permed."
In his Facebook account, Dexter Baldon said the new brand sounded like a Sibika at Kultura textbook for grade school students.
"How about something catchier for foreign tourists?" he said.
Others wondered why the tourism department had to overhaul the brand "Wow Philippines."
Concerned netizens also warned that one wrong punch on the keyboard could direct Internet users to a porn site rather than the new website www.beautifulpilipinas.com.
Resistance expected
Lim admitted at the launch that the new trademark was "radical and risky."
He said he expected the tourism department to be met with the same "stiff resistance" that tested Singapore's complete overhaul of its own campaign early this year.
"But we need to be more daring in expressing our brand, if we are to rise above the clutter," Lim said, adding:
"Going back to the question, Why not just build on the 'Wow Philippines' brand? ... The answer is quite simple.
"At a time when every nation, big or small, is either creating a new brand or repackaging its current one, would you rather rehash an 8-year-old brand? Besides, a new brand always generates a buzz that translates to more media mileage for the same promotional budget."
Lim said a new brand always took time to be accepted.
"In the end, it is the faith and trust in the brand of the various stakeholders that can make or break a brand ... That's why I'd like to invite all of you to join hands and rally behind the brand ... Together let's make [it] not only believable, but also real," he said.

one of the things i think that "confuse" people is that advertisers go around the bush to claim something that they are good at. bottomline, minus all the technicals, the filtering of the data is different hence it cannot be compared.
How do you catch the diffferences? read the fine print. in all advertising, whether TV, radio, print, OOH, etc there will always be a fine print either stating the filtering of the data or citing a source (para less trouble, at may certification na yun kapag dinala sa ASC) when they put ANY kind of CLAIM.

Ocampo told the Office of the Special Prosecutor, which is under the Ombudsman, that Magsaysay was "verbally abusive" to her when she told him that it was not in her power to accommodate his request to be seated in the same row with his family at the business class section of the plane.
She said the congressman yelled at her, telling her to "shut up, you menopausal bitch!" He called her "bitch" four times, Ocampo said.
She said Magsaysay threatened to have her fired and that he would bring the matter to a "hearing" in Congress.
CCTV recording
Ocampo asked the Ombudsman to secure the report of the airport security and the closed-circuit television recording of the incident.
Hours later, Ocampo formally accused Magsaysay before the ethics committee of grave slander, serious misconduct, conduct unbecoming of a high ranking public official and direct solicitation of personal favor or gain using his office.
She was accompanied by members of the PAL Employees Association (PALEA).
Apologies
In an interview with the Inquirer, Magsaysay said he would go out of his way to personally convey his apology to Ocampo and to PALEA, which helped the employee bring the two cases against him.
"That's her right," Magsaysay said of the filing of the case. "I have addressed this issue already and I've apologized several times to the media and in public."
Told that he had not personally apologized to Ocampo, Magsaysay quipped, "I understand that they're not accepting my apology. Nonetheless, I am willing to do, just say when and where. I'll try to get in touch with Ocampo and I will write PALEA today to express my sincere apologies."
Asked what took him so long to personally apologize, he said he did not know where to find Ocampo or how to reach PALEA.
Blaze trail
"We wish that Sarah's fight for justice will blaze a trail in the struggle for workers' dignity. Service workers in the airline industry and call centers among others suffer indignities in the workplace through no fault of their own but receive no protection from their employers or the government," said Ginalyn Licayan, head of the PALEA women's committee.
Licayan said there were many more Sarahs who need support and protection against abusive officials and insensitive customers.
The labor group Partido ng Manggagawa (PM) declared its support for Ocampo and a PM contingent joined PALEA members yesterday.
"Sarah's fight is the fight of all working women. We call on women workers and women advocates to stand up in support of Sarah against sexism and for dignity," PM secretary general Judy Ann Miranda said.
Miranda also questioned Magsaysay's credentials as a party-list representative for educators.
"Magsaysay's abusive behavior toward a woman employee exposes his pretensions as a representative of the marginalized. What underrepresented sector exactly does Magsaysay's Alliance of Voluntary Educators speak for?" Miranda said.
"It appears that Magsaysay as an advocate of the marginalized is as fictional as Mikey Arroyo (son of former president Gloria Arroyo) being a representative of tricycle drivers," she added.

Microscopes and x-ray machines were not used to examine the fiber and wounds of the victims and determine the path of the slugs, Cabrera said.

RH backers dismayed over exclusion of bill as priority
MANILA, Philippines - Backers of the Reproductive Health (RH) Bill expressed dismay yesterday that President Aquino has decided against giving priority to the bill in Congress this year.
Ramon San Pascual, Philippine Legislators Committee on Population and Development Foundation Inc. executive director, said the RH Bill's exclusion from priority bills was unexpected at a time when Filipino women, families, and parents had high hopes for Aquino to carry out a national policy in support of his pledge for responsible parenthood.
"This is the time that the President must act on behalf of poor women and families by standing firm on his promise to pursue responsible parenthood," he said.
"We urge him to reconsider the inclusion of RH bill as a priority bill that must be submitted to the LEDAC," referring to the Legislative-Executive Development Advisory Council.
San Pascual urged Aquino not to succumb to Catholic Church pressure.
Aquino must reconsider the inclusion of the bill among those he will submit to lawmakers during the LEDAC meeting set on Feb. 28, he added.
San Pascual said Malacañang should not use the unfinished dialogue with the CBCP as a lame excuse for not certifying the RH Bill as urgent.
"It would be unfair for women to continue to become hostage of a dialogue and debate that has been going on for the past ten years," he said.
Aquino disappoints Cayetano
Sen. Pia Cayetano expressed disappointment yesterday over Aquino's decision to withdraw the RH Bill from his list of priority bills to be submitted to Congress.
Aquino's move "indicates a leadership that is indecisive and vulnerable to pressure," she added.
Cayetano said Aquino's decision has effectively placed the RH Bill in the back burner in Congress.
"P-Noy's unwavering position on the principle of free and informed choice, especially for poor couples on family planning methods, had inspired legislators to proceed despite mounting pressure from the Church," she said
Cayetano said the Senate and the House of Representatives have been conducting hearings on the RH Bill over the last seven months to have the bill passed into law.
"What was worse was that the President pulled out the RH Bill from the list of priority bills at a time when the congressional hearings are about to be concluded and the plenary debates would commence," she said.
"Nevertheless, it's not too late for Malacañang to re-include the RH Bill in its priority legislative agenda.
"This will be a true test of the political will of this administration, as well as the President's sincerity and conviction."
During the hearing of the Senate committee on health and demography and youth, women and family relations yesterday, former health secretary Esperanza Cabral reiterated the need to have the RH Bill passed into law, not only to fulfill the international commitments of the country, but also to protect the welfare of mothers and their children.
Cabral said the country has entered into various conventions, treaties and other instruments without thinking about the implications of these moves.
"In some instances we do make positions because we are pressured by social, economic and political matters but in terms of the MDG (Millennium Development Goals), we did this because we felt it was important for us to take care of our mothers and children and achieving the MDG will benefit mothers and the country," she said.
"Health is a very important issue and along with the rest of the world we should aim to achieve these goals for the benefit of women and children and the country as a whole."
The Catholic Bishops' Conference of the Philippines (CBCP) has raised four points against the RH Bill.
The provision to provide access to artificial contraceptives is very dangerous because a lot of these have serious side effects, according to James Imbong of the CBCP's legal office.
The CBCP was also opposed to incorporating sex education in the curriculum of schools because this has been proven to cause problems in several countries that have tried this.
Imbong said that population control has also led to some communities being wiped out from the face of the earth.
In a recent pronouncement, Malacañang indicated that Aquino supports giving families an informed choice on family planning methods.
During its consultations with the CBCP, Malacañang was told by the bishops that there was no need for the passage of a law since the Department of Health was already implementing programs on reproductive health. – Helen Flores, Marvin Sy

in blue font: preferred network... this is tricky. what is the basis of their preference? based on audience share? there are instances that the only available free tv channel which is "hindi malabo" is GMA. there are other factors to consider when claiming for preference. it should be directly asked to the respondents what is indeed their preferred network, had all things been equal and available.
55% - seems like the majority but the key word there is "total urban". if we would get data from NSO, the urban-rural split is 50-50. so 55% here is not actually the majority but only 55% of the 50% of the population.
again, highly coveted mega manila - they are saying this because in terms of land area to total number of heads, it is very obvious that Mega Manila (metro manila + key neighboring provinces in region 3 and 4) is densely populated.
so based on fox69's post, if we were to look within Mega Manila, yes GMA is ruling the ratings. however, some people would want to know which network is leading if we were to read total Philippines (this means urban + rural and all the areas of the country), data would then tell otherwise. If we were to look into the OFW and migrant market, data again will say otherwise.
if we were to look into daily ratings - based on overnight readings, some programs like Revillame's is gaining ground.
Lastly, my personal advice:
Before anything can be published/aired/put out into the public that HAS a claim, it has to go through the ASC (formerly the adboard). they will basically ask for a certification or basis for your claim. as a general consumer, always read the labels and the fine print. you will notice in ads that there are small texts at the bottom detailing where or how they arrived at the claim. so that you know...

HK finds Phl officials at fault in hostage crisis
HONG KONG (AP) — A Hong Kong inquest has concluded that Philippine officials contributed to or caused the deaths of eight local tourists during the August 11 hostage incident in Manila.
The five-member jury of the Coroner's Court of Hong Kong faulted Philippine authorities for not meeting the hostage-taker's demands quickly enough. The jury said the bungled rescue operation also delayed medical treatment for two victims who might have been saved.
The panel also found that Philippine officials aggravated negotiations by failing to block media coverage of the gunman's brother's arrest, which outraged suspect Rolando Mendoza.
Wednesday's findings however do not imply criminal or civil responsibility.

THE NETWORK war has reached the point of hypocrisy. Imagine, I am only an ordinary and faceless viewer in the TV crowd, and here comes an anchor addressing me "Kapamilya," "Kapatid," or "Kapuso"? Kapuso does not even have an English synonym.
Me a what? Since when did I become a family member of giant ABS-CBN? How did GMA7 get to know of my personal character, attitude and feeling? "Kapatid"? I have only two surviving brothers, so why is that broadcaster calling me his brother? Unless TV5 is a network owned by a religious denomination.
Whatever happened to the old reliable "Mga Kaibigan, Kababayan, or Kapwa Kong Pilipino" that 99 percent of TV hosts have stopped using? Talk of kaplastikan (insincerity). That's why I feel good when Noli de Castro addresses me simply as "kabayan" because I am really his kabayan.

Pinoys boast world's highest Facebook penetration
US-based research firm comScore has crowned Filipinos the world's heaviest users of social media in terms of online penetration among countries around the world.
In terms of unique online visitors to Facebook.com, the report found that the Philippines emerged as the top market with nearly 93 percent of its online population visiting the social media site during February 2011.

PHL competes in world's largest Pacman game
The Philippines made it to the top 50 list of high scorers and maze builders in the "World's Biggest Pac-Man" project, borne out of a tie-up between Namco-Bandai, the original game's creators, and Microsoft Australia to showcase the capabilities of Internet Explorer 9.
The "World's Biggest Pac-Man" project has so far attracted considerable participation globally, not just in terms of playing the game but also in designing mazes for it.
"Not content with redesigning Pacman.com we've gone one further and created The World's Largest PAC-MAN game. Launched at the MIX11 IE9 Keynote event in Las Vegas just (a week) ago, the game has become a huge hit. We've had over 20,000,000 pac-dots eaten and 1,400 mazes created from 80,000 visitors," Soap Creative, which set up the collaborative project, said in a blog post.
As of Wednesday afternoon, the site (WorldsBiggestPacman.com) has seen 26,056,285 dots eaten; 1,363,964 lives lost; 2,932,578 ghosts eaten; 12,063 mazes created; and 2,433,172 mazes played and 138,609 mazes completed.
The top three countries with the highest scores as of Wednesday afternoon were the United States (74.504 million); Brazil (30.473 million); and Spain (19,445 million).
The Philippines ranked 37th with 817,232.
According to Soap Creative, the project was born out of a collaboration between Pac-Man publisher Namco-Bandai and Microsoft Australia to help showcase the power of Microsoft's newest browser, Internet Explorer 9.
While there were user-created mazes that bordered on the indecent, Soap Creative said the problem was relatively under control.
"We're happy that the 'penis to non-penis levels' ratio is well below 1:100 (the standard for user generated campaigns) ... We've been watching the moderation closely, so every penis has a short life. We also suspect the Facebook connect helps reduce this," the company said.
Users can start at a maze and play the Pac-Man game by eating the dots while avoiding the monsters, just like in the classic game.

ito lang from an advertising POV, may mga consumer insights kasi na kailangan i-gather and this one will eventually persuade the consumer to purchase the product/service.
tama naman ang insight and ang message na ipinapaabot. kaya lang, pagdating talaga sa creatives, doon nagkakaroon ng problem. hindi naman talaga ma-please ang lahat ng tao may mga tumututol at napapangitan sa taste.
kaya kahit nahuli na yung insight, kapag medyo sumablay sa execution, nagrereklamo ang ilang sector ng mamamayan.

Friendster, another Facebook casualty
MANILA, Philippines -- Social networking pioneer Friendster has advised its millions of users to take their files elsewhere, or face oblivion by May 31, when the site begins a reincarnation of itself as a non-Facebook-competing, "entertainment and fun" service.
TechCrunch, an IT-website, has reported that "Friendster has advised registered members to install a custom application that will export all their profile data as most of it will be deleted on May 31, 2011."
The report, along with several others that discussed how Friendster planned to stay relevant in the age of Facebook domination, has sparked rumors of a winding down or at least a reinvention that will see the destruction of a social networking site that has connected people and made them friends.
But Friendster itself has explained to its users in its help page that the removal of all users' information -- blog, photo, profile -- is to pave the way for the introduction of a new Friendster.
"We are introducing a new and improved Friendster in the coming weeks that will be focused on entertainment and fun. There will be new features that will leverage on your online activities and will enable you to connect with friends or engage new friends with similar interests."
Friendster said the "improved site is designed to create new profiles that allow you to connect differently with people and do things differently than other networking sites. Basically, the new site will complement your existing online presence in other social networking sites."
To do this, Friendster will retain users' friends lists, basic profile information, wallet and games.
Attempts via phone and email by abs-cbnnews.com to get more details about this from Friendster failed.
TechCrunch described the impending move "exactly like Myspace when they started feeling the Facebook heat for real."
This observation comes against a backdrop of intense attrition for social networking sites.
"Tech industry analysts comScore say figures show MySpace lost more than 10 million unique users worldwide between January and February... Year on year the site has lost almost 50 million users, down from close to 110 million in February 2010," BBC reported in March.
Yet, in a ZDNet Asia report just this month, Friendster CEO Ganesh Kumar Bangah may have hinted how his company views this kind of brand reinvention.
In that report, Bangah pitched for a unique value proposition in an attempt not to be sidelined by a global social graph dominated by Facebook.
"Friendster... will be re-launched as a social entertainment site that will leverage the global social graph using Facebook's "Connect" feature... will not compete with but instead will complement Facebook," ZDNet Asia quoted Bangah as saying.
A preview of what the site may have in mind may be the announcement last September that it is launching social media portals for music and social gaming fans in Asia.
Friendster claims to be a leading global online social network with 95 million members worldwide.

Mangudadatu's revelation came after tensions went up inside the jail warden's office when Mangudadatu and other massacre victims' relatives insisted on an on-the-spot inspection of the Ampatuans' cells.
They taunted a defense lawyer often seen with Andal Ampatuan Jr.
"If you have money, there's no law," an angry Mangudadatu said.
"If they're not hiding anything, why don't they allow an inspection?" said lawyer Harry Roque.
Roque said Andal Ampatuan Sr. was even seen by two lawyers at the Hotel Sofitel in recent months.
One of the photos showed Andal Ampatuan Sr. outside the prison building with more than three guests, the minimum number of visitors allowed at a time.
Another showed the Ampatuan patriarch with a woman purportedly with his wife using a cellphone.
A third photo showed Ampatuan with two men who Mangudadatu identified as Ampatuan's masseur and cook.

Microsoft latest security risk: "Cookiejacking"
BOSTON (Reuters) - A computer security researcher has found a flaw in Microsoft Corp's widely used Internet Explorer browser that he said could let hackers steal credentials to access FaceBook, Twitter and other websites.
He calls the technique "cookiejacking."
"Any website. Any cookie. Limit is just your imagination," said Rosario Valotta, an independent Internet security researcher based in Italy.
Hackers can exploit the flaw to access a data file stored inside the browser known as a "cookie," which holds the login name and password to a web account, Valotta said via email
Once a hacker has that cookie, he or she can use it to access the same site, said Valotta, who calls the technique "cookiejacking."
The vulnerability affects all versions of Internet Explorer, including IE 9, on every version of the Windows operating system.
To exploit the flaw, the hacker must persuade the victim to drag and drop an object across the PC's screen before the cookie can be hijacked.
That sounds like a difficult task, but Valotta said he was able to do it fairly easily. He built a puzzle that he put up on Facebook in which users are challenged to "undress" a photo of an attractive woman.
"I published this game online on FaceBook and in less than three days, more than 80 cookies were sent to my server," he said. "And I've only got 150 friends."
Microsoft said there is little risk a hacker could succeed in a real-world cookiejacking scam.
"Given the level of required user interaction, this issue is not one we consider high risk," said Microsoft spokesman Jerry Bryant.
"In order to possibly be impacted a user must visit a malicious website, be convinced to click and drag items around the page and the attacker would need to target a cookie from the website that the user was already logged into," Bryant said.
Heavy cell phone use harms memory, research shows
Telebabad on cell phones can damage your brains and ability to remember things, if experiments on mice are any indication. And no, these were not talking mice. They were exposed to radio frequency radiation, simulating the effects of gossiping on a mobile with an "unlimited" plan.
Recent studies suggest that heavy exposure to electromagnetic radiation emitted by mobile phones and cellular base stations can harm certain segments of the brain.
According to research by scientists working under the Environmental Health Thrust (EHT) and presented this week in Istanbul, Turkey, high exposure to cellphone radiation can lead to memory defects, brain damage and pregnancy complications.
In one of the studies, mice exposed to two hours of radio frequency radiation a day had a hard time learning and re-running mazes, suggesting an impairment on the brain's spatial memory.
In a second study, the barrier located between the bloodstream and the brain that protects the latter from environmental toxins were found to be more penetrable after steady exposure to 20-minute radio frequency radiation.
In rabbits, meanwhile, a third study discovered that exposure to six minutes of electromagnetic radiation spurred release of "secondary messengers" such as free radicals, which tend to destroy DNA and fat molecules.
Researchers found that even the non-ionizing radiation emitted by cell phones can also cause damage to the brain, contrary to what past studies have asserted.
According to the World Health Organization, non-ionizing radiation is a kind of radiation that has insufficient energy to cause ionization, or the alteration of an atom's makeup.
Typical non-ionizing types of radiation include the ultraviolet rays from the sun, microwaves and radio waves.
The studies were part of a research program conducted by the EHT, which regularly publishes studies looking into the effects of cellphone radiation on the human body and the environment.
Previous studies include the connection between phone radiation and sleeping habits, and the commonalities of tobacco and asbestos with cell phones in terms of their long-term effects on health and the economy.
Studies by different research institutions around the world have looked into this topic before, but research findings were still far from being conclusive.
A recent study by scientists at the United States' National Institutes of Health also suggested that cellphone radiation can alter brain activity, but didn't assert that emissions were particularly harmful.
The researchers observed that 50 minutes' worth of cellphone use causes a 7-percent increase in brain metabolism in the region closest to the cellphone antenna.
The study did not conclude, however, that such an amount of change is harmful to the brain, but the results were deemed "intriguing" by experts who have long studied the possible connections between cellphone use and brain cancer.
The International Agency for Research on Cancer's Interphone Study Group, on the other hand, failed to establish the link between cellphone use and risk factors for cancer.
The 10-year, $14-million epidemiological study, however, found that brain cancer incidence was more common among heavy cellphone users, suggesting further research on the topic to establish possible causes.

The Philippines made it to the top 50 list of high scorers and maze builders in the "World's Biggest Pac-Man" project, borne out of a tie-up between Namco-Bandai, the original game's creators, and Microsoft Australia to showcase the capabilities of Internet Explorer 9.
The "World's Biggest Pac-Man" project has so far attracted considerable participation globally, not just in terms of playing the game but also in designing mazes for it.
"Not content with redesigning Pacman.com we've gone one further and created The World's Largest PAC-MAN game. Launched at the MIX11 IE9 Keynote event in Las Vegas just (a week) ago, the game has become a huge hit. We've had over 20,000,000 pac-dots eaten and 1,400 mazes created from 80,000 visitors," Soap Creative, which set up the collaborative project, said in a blog post.
As of Wednesday afternoon, the site (WorldsBiggestPacman.com) has seen 26,056,285 dots eaten; 1,363,964 lives lost; 2,932,578 ghosts eaten; 12,063 mazes created; and 2,433,172 mazes played and 138,609 mazes completed.
The top three countries with the highest scores as of Wednesday afternoon were the United States (74.504 million); Brazil (30.473 million); and Spain (19,445 million).
The Philippines ranked 37th with 817,232.
According to Soap Creative, the project was born out of a collaboration between Pac-Man publisher Namco-Bandai and Microsoft Australia to help showcase the power of Microsoft's newest browser, Internet Explorer 9.
While there were user-created mazes that bordered on the indecent, Soap Creative said the problem was relatively under control.
"We're happy that the 'penis to non-penis levels' ratio is well below 1:100 (the standard for user generated campaigns) ... We've been watching the moderation closely, so every penis has a short life. We also suspect the Facebook connect helps reduce this," the company said.
Users can start at a maze and play the Pac-Man game by eating the dots while avoiding the monsters, just like in the classic game.

Boy regrets selling his kidney to buy iPad
A 17-year-old student in Anhui Province sold one of his kidneys for 20,000 yuan only to buy an iPad 2. Now, with his health getting worse, the boy is feeling regret but it is too late, the Global Times reported today.
"I wanted to buy an iPad 2 but could not afford it," said the boy surnamed Zheng in Huaishan City. "A broker contacted me on the Internet and said he could help me sell one kidney for 20,000 yuan."
On April 28 Zheng went to Chenzhou City in neighboring Hunan Province for the kidney removal surgery arranged by the broker. His parents knew nothing about it, Zheng said. He was paid 22,000 yuan after his right kidney was taken out at the Chenzhou No. 198 Hospital.
When he returned home, his mother found out and reported to the police immediately. But they could not locate the broker whose cell phone was always powered off, the report said.
It turned out that the Chenzhou No. 198 Hospital was not qualified to perform organ transplant. The hospital claimed they had no idea about Zheng's surgery because the department that did the surgery had been contracted to a Fujian businessman.
The case is still under investigation, the report said.

UP, Ateneo in world's top 50 English-teaching universities
MANILA, Philippines - The University of the Philippines (UP) and the Ateneo de Manila University (ADMU) are among the top 50 English-teaching universities in the world, education and career network QS reported.
State-run UP in Diliman, Quezon City is the country's top English-teaching university this year, ranking 34th in the world, followed closely by private school ADMU at 35th place.
De La Salle University (DLSU) was in the 50-100 bracket while University of Santo Tomas (UST) belonged to the 101-150 bracket.
QS did not provide specific ranks for universities that did not make it to the top 50.
Schools from the United States dominated the top 10 list of English-teaching universities: Harvard University (1st), University of California, Berkeley (4th), Yale University (5th), Columbia University (6th), Stanford University (8th), University of California, Los Angeles (9th) and University of Chicago (10th).
University of Oxford and University of Cambridge, which are both in the United Kingdom, ranked 2nd and 3rd, respectively.
University of Toronto in Canada, meanwhile, landed in 7th place.
QS announced the top 200 universities in Asia last May, and 4 Philippine schools made it to the list. UP ranked 62nd, followed by ADMU (65th), UST (104th) and DLSU (107th).
Kabataan party-list Rep. Raymond Palatino earlier lamented that except for UP, all of the country's state colleges and universities (SUCs) are still neglected by the government.

MANILA, Philippines – A seemingly innocent and harmless pre-wedding pictorial has ignited a barrage of criticism from the online community.
For the pre-nup shoot of couple "Jun" and "April," they picked an odd location to serve as a backdrop -- the Libingan ng mga Bayani.
The couple explained that the idea behind the shoot is to invoke the concept of "'til death do us part."
However, the couple's idea backfired as the photos circulated online, particularly on social networking site Facebook.
Photographers also criticized the concept, with wedding photographer John Mateos Ong saying there was no logic behind the shoot.
"Masyado siyang ironic. The place is for mourning pero kasiyahan ang nakikita mo doon," said Ong.
The shoot was also condemned for desecrating the grave markers.
Several photographs even showed the couple in "wacky" poses.
Bureau of Fire Protection Chief General Santiago Laguna, whose uncle is among those buried, felt offended.
"Dapat ay bigyan ng respeto ang mga na namatay na," he said.
Online ire
Netizens took to Twitter and Facebook to express their dismay over the couple's decision to shoot at the Libingan ng mga Bayani.
On Facebook, Bonsai Solis said, "Marami namang ibang place/venue na pwedeng masabi na unique yung concept pero bakit naman dun pa? Nirerespeto nga natin yung libingan ng ordinaryong patay, bayani pa kaya?"
Also on Facebook, Fritzie Sy-Rojas wrote, "Maganda tignan sa larawan pero binabastos naman nila ang mga magigiting nating bayani na nahihimlay dun."
Twitter user @phermendoza tweeted that the shoot was "tasteless" and "disrespectful".
Apology
The photographs were immediately taken down by the studio responsible for the pictorial, East Digital Studio.
The studio's Antoni Magana also apologized for the shoot's concept, admitting that they "overlooked" the sanctity of the location.
Jun also sent a text message to ABS-CBN News, apologizing for the pictorial.
"Our concept for our pre-nup pictorial was the phrase "'til death do us part". The said pictorial was never intended in any way to offend or disrespect the buried soldiers and their families. De Lima sorry for Arroyo blooper
MANILA, Philippines - Department of Justice (DOJ) Secretary Leila de Lima apologized on Friday to former First Gentleman Jose Miguel "Mike" Arroyo over the Bureau of Immigration's (BI) spelling error that resulted in the agency's failure to find him in its records.
The bureau told de Lima Thursday that it has no record of Arroyo leaving for Hong Kong.
It left the DOJ chief wondering if the husband of former President Gloria Macapagal-Arroyo used a chartered plane to leave the country.
"Nakapagtataka, wala sya sa BI database.Ang ibig sabihin, di dumaan, apparently, sa immigration. Somebody else facilitated the processing of the documents kaya nagkaganoon," she said.
It drew a response from Arroyo's lawyer, Inocencio Ferrer, who presented the former First Gentleman's passport, baggage tag, travel tax and terminal fee receipts, and a certification from Cathay Pacific to prove that he had records of departure from Manila for Hong Kong last Sunday.
Ferrer also asked de Lima to apologize.
The DOJ chief said upon second look, it was discovered that the former First Gentleman's surname, Arroyo, was spelled as "Aroyo" in his immigration departure record.
It resulted in Arroyo's name failing to surface in a subsequent search of bureau records.
" Just verified from BI that indeed FG (Arroyo) went through the immigration counter," de Lima said.
She also said sorry to Arroyo.

DBP employees straining under new management's aggressive probe tactics
MANILA, Philippines—Many employees of the state-owned Development Bank of the Philippines reported for work on Wednesday, wearing black shirts or sporting black ribbons in grief over the suicide of a young lawyer in the midst of a controversial probe on transactions conducted during the previous regime.
The lawyer, Benjamin Pinpin, was earlier found dead hanging in a hotel room while suicide notes were found indicating his regret at having signed an affidavit attesting to an allegedly anomalous loan transacted by the government bank.
As paranoia gripped employees given an ongoing scrutiny of transactions during the previous regime, DBP president and chief executive officer Francisco del Rosario vowed to judiciously lead the bank through these tough times.
"I want you to know that as your CEO, I assure you that I believe in due process and protection of people's rights," Del Rosario said in a note to be circulated to employees.
The note added that the DBP would be ready to extend "all the necessary assistance" to the Pinpin family "during these difficult times."
On the other hand, a former DBP board member said the previous DBP board was "aghast at the kind of methods and tactics employed by current board officials of DBP."
Pinpin, who had worked at the documentation unit of the DBP's legal department, was among the 20 employees who were given "show cause" letters by the DBP board. Industry sources said that as of last week, Pinpin had signed an affidavit to support allegations that the DBP's P510 million loan to Delta Venture Resource Inc., a company led by former Trade Minister Roberto V. Ongpin, was anomalous.
Although the loan had long been settled ahead of maturity, it was widely believed within the DBP that some people in the new board were attempting to dig deeper into the transaction on suspicion that the paper trail would eventually lead to former First Gentleman Mike Arroyo. Many employees have not been happy with the way the investigation was being handled and were concerned that this was disrupting the organization, banking sources said.
Ongpin, a local partner and representative of the British banking giant Ashmore, which has over $50 billion in assets under management globally, has denied allegations of fronting for his friend Arroyo and challenged critics to show proof otherwise.
According to people familiar with the suicide notes left by Pinpin, the lawyer had thought he could absolve himself and save his family by signing an affidavit. "Signing the affidavit was the biggest mistake of my life," based on excerpts of the notes circulating among DBP employees. "I exposed myself by going beyond the truth."
Notes of sympathy circulated through text on Tuesday as soon as news about the suicide broke out, urging employees to wear black in sympathy to Pinpin and to indicate distraught over "the state of affairs in DBP." Many indeed showed up for work wearing black on Wednesday, at the head office and some branches. Some of Pinpin's colleagues from the legal department also wore black armbands.
Meanwhile, DBP chairman Jose Nuñez issued a statement Tuesday reporting that Pinpin had died under "unusual circumstances."
Pinpin, who was in his early 40s, is survived by his wife and two children.
The deceased lawyer obtained his law degree from Arellano Law foundation and finished BS Economics from the University of the Philippines.

DBP lawyer 'pressured' to testify against former bank execs
MANILA, Philippines - The chief legal counsel of Development Bank of the Philippines (DBP) confirmed that the bank lawyer who was found dead in an apparent suicide on Tuesday was caught up in an ongoing investigation aimed at pinning down previous management for alleged anomalous transactions.
ABS-CBN News quoted Belinda Tejada as saying that lawyer Benjamin Pinpin wrote about his predicament in a letter to his wife before he took his own life. Pinpin was reportedly being pressured to sign a document that would divulge highly irregular transactions approved by the previous DBP bosses, including a P500-million loan awarded to a reputable businessman.
Tejada, in an interview, said the witch hunt forced Pinpin to commit suicide.
"I know for a fact that the real target here is the previous administration, previous board of directors... especially former president Reynaldo David," she said.
Pinpin, 43, strangled himself with a nylon cord in a bathroom of a Eurotel hotel along Zapote-Alabang Road in Las Piñas City on Tuesday, police said.
The DBP said in a statement that Pinpin appeared to have died "under unusual circumstances" and that he was part of a probe into "previous questionable transactions" made by the bank. Reports earlier said Pinpin was also among more than a dozen people who received show-cause letters from the new DBP board in relation to the questionable transactions.
Pinpin's wife, Amy, said her husband was under a lot of pressure. "Yung asawa ko talaga pressured. So the pressure he has been feeling, and I understand that, if I were in his situation, probably I'd do the same."
President Benigno Aquino III has ordered Finance Secretary Cesar Purisima to find out whether the investigative process at DBP has become "overzealous."
"If they have been overzealous, we will rein them in. But if they are performing something that is necessary... 'Yung zealousness of the board also is to get a handle as soon as possible on what has transpired," he said.
Current DBP president Francisco del Rosario, for his part, said he will ensure that due process is given to anyone involved in the investigation.
"I would like to make sure that everyone is given fair treatment," he noted.
'Truth is GMA won'
An epidemic of amnesia seems to be sweeping our country, leading to hysterical demagoguery. Try to remember the facts.
The opposition in 2004 was so much of a squabbling, disunited pack that everyone wanted to be president. The result: Panfilo Lacson helped defeat Fernando Poe Jr. by grabbing 11 percent of the votes, with the late Raul Roco and Ed Villanueva together getting 12 percent. All these votes could have gone to a single opposition candidate – but didn't.
President Gloria Macapagal-Arroyo, on the other hand, had a formidable force. It consisted mainly of Edsa II forces who didn't want Joseph Estrada restored to power through his surrogate, FPJ, plus more: the Lakas-NUCD, the Liberal Party, the Nacionalista Party, the Nationalist People's Coalition, Fidel Ramos, Miriam Santiago, then Senate President Franklin Drilon, then House Speaker Jose de Venecia, the Cojuangcos, the Firm, the NGOs, the Catholic Church, the Iglesia ni Cristo, El Shaddai, Couples for Christ, the Makati Business Club, the media empires, 85 percent of incumbent governors and congressmen, Nora Aunor, Vilma Santos. And of course, not once, but twice, did the democracy icon Corazon Aquino back the winning presidential candidate.
Estrada had begged his best friend FPJ to run, saying that he would rot in prison if Arroyo remained in power. He told FPJ he wouldn't spend a centavo, as his cronies would raise a billion-peso campaign kitty. They got cold feet though because of a court case alleging that FPJ was not a natural-born Filipino citizen, and therefore couldn't be president. Campaign funds dried up and the ragtag FPJ organization ran out of steam. Is it so surprising that 1.12 million more Filipinos voted for a real person instead of a reel persona, who refused to debate what he would do if he was elected president and who even quarrelled with the media?
A piece entitled "Truth is GMA won" (Inquirer, 10/29/05) by Winnie Monsod, who has a reputation for rigorous thinking and principled non-partisanship, provides more facts on the 2004 contest:
"It has been said that if you repeat a lie often enough, people will start thinking it is true... Unfortunately for them, there is another saying: 'You can fool some of the people all of the time, and you can fool all of the people some of the time, but you can't fool all of the people all of the time."
"Item: 'Gloria Arroyo is an illegitimate president' [because she cheated to win].
"1. Voter preferences as recorded by the Social Weather Stations, which conducted polls every two weeks since the start of the campaign period, showed that while at the beginning (Jan. 16-28) the lead of FPJ over Arroyo was almost 10 percentage points, this was whittled down so that a month later, they were running neck-and-neck, and this continued into March. By the second week of April, the polls showed Ms Arroyo ahead by almost five percentage points although this was not statistically significant. But by the week before the elections, Ms Arroyo's lead over Poe was significant (37 percent vs. 30 percent).
"The other major polling organization, Pulse Asia, also noted the same trend, although its polls were taken at slightly different time periods...
"Its last poll from April 26-29 showed Ms Arroyo leading, 37 percent vs. 31 percent. Note that a six-point lead in voter preferences... would imply a difference of 2.0-2.5 million votes between the two candidates.
"2. Exit polls on Election Day itself by at least three media organizations validated the run-up polls. All of them showed Ms Arroyo as the winner.
"3. The final official congressional canvass showed Ms Arroyo getting 40 percent of the votes cast, while Poe got 36.5 percent (a difference of 1.1 million votes), while the Namfrel Quick Count, based on 83 percent of total precincts showed Ms Arroyo with 39.4 percent and Poe with 36.8 percent (a difference of 700,000 votes).
"All figures from different sources are within the same ballpark, and all indicate that Ms Arroyo won. For those who think that the poll results should not be accepted, it should be pointed out that the head of the Social Weather Stations is the first cousin of Poe.
"What's more, other circumstances obtaining during the campaign period support the conclusion that it is the claim of 'illegitimacy' that is a lie: after all, her coalition party, K4, won 58 percent of senatorial seats, 87 percent of congressional seats, 85 percent of gubernatorial slots, 87 percent of city mayor seats, and 85 percent of all mayor seats. Either they carried her or she carried them, or there was some combination of both.
"Could this have been the result of a grand conspiracy to commit massive cheating at all levels? But that is not what either the Catholic Bishops' Conference of the Philippines or the Namfrel thought. Said the prelates: 'There were some instances of cheating and violations of election law by political parties in their areas but these did not affect the voting in general. It is the view of the bishops that the results of the elections reflected the will of the Filipino people.'
"Said Namfrel secretary general Bill Luz: 'The results of the elections are credible and reflect the vote of the people. We didn't see enough electoral anomalies at the national level to have a material effect on the national results.'
"... And finally, it was generally acknowledged that Poe was shooting himself in the foot during the campaign, and that the opposition was split four ways. In other words, they did it to themselves.''
And "Garci"? If he cheated for Arroyo, he did a lousy job. Votes for Arroyo in Mindanao, based on Congress' official count, were 527,144 less than the votes based on the SWS exit poll. That is too big to be a poll's margin of error: Was it she who was cheated?

Gov't wants to raise agency service fees
MANILA, Philippines - Finance Secretary Cesar Purisima reported that the Aquino administration plans to raise the fees and charges imposed by government agencies.
Purisima told lawmakers during the recent budget hearing at the House of Representatives that the increase would be commensurate to the increase in the cost of providing the service.
"We are looking at adjusting user fees and rates of state firms commensurate to the increase in the cost of providing the service," he said.
He said the finance department initiated the plan that is currently being reviewed by the National Economic and Development Authority (NEDA).
"It is currently being processed by NEDA which would determine how much the increase in fees should be," Purisima said.
Finance Undersecretary Gil Beltran said in a separate interview that the fees of some agencies have not been adjusted since the 1970s.
"The increase would be based on the actual costs of salaries and cost of paper," he said.
The fees and charges collected by state-owned firms form part of government revenues. These so-called revenues from other offices amounted to P9.275 billion in June alone, according to the latest data from the Department of Finance (DOF).
These include fees charged by the Land Transportation Office (LTO), the Land Registration Authority (LRA), National Statistics Office (NSO), the Department of Foreign Affairs (DFA), the Land Transportation and Franchise Regulatory Board (LTFRB) and the National Bureau of Investigation (NBI).
The government wants to raise fees imposed by state-owned firms as part of efforts to contain the budget deficit.
Administration officials hope to contain the budget deficit to roughly P300 billion this year or 3.2 percent of gross domestic product (GDP) from the actual P314.4 billion or 3.7 percent of GDP incurred last year.
From January to June, the budget deficit was recorded at P17.231 billion, significantly lower than the programmed P152.1-billion deficit recorded for the period, largely because of lower spending.
In June alone, the government recorded a budget deficit of P7.691 billion, narrower than the P34.6 billion recorded a year ago.

Isolated heavy rains in MM until Tuesday

MANILA, Philippines - The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) yesterday said isolated heavy rains in Metro Manila may continue until Tuesday.
"We could expect isolated rainfall and in some instances it would be heavy rains," said weather forecaster Samuel Duran.
According to the rainfall data gathered by their Science Garded station in Diliman, Quezon City, rainfall in some parts of Metro Manila yesterday from 11 a.m. to 2 p.m. was recorded at 36 millimeters.
"If the rainfall is greater than 7.5 millimeters within an hour, it would be considered as heavy rains," said Duran.
As of 2 p.m. yesterday, a shallow low-pressure area was estimated to be 330 kilometers east northeast of Borongan, Eastern Samar. It is embedded along the intertropical convergence zone.
The country will experience mostly cloudy skies with scattered rainshowers and thunderstorms becoming cloudy with widespread rains over the eastern part of Luzon, Visayas and Northeastern Mindanao that could trigger flashfloods and landslides.
Moderate to strong winds blowing from the east will prevail over Luzon. Winds coming from the southwest to southeast blowing over Eastern Visayas will render coastal waters along these areas moderate to rough.
Elsewhere, winds would be light or moderate blowing from the southwest to southeast with slight to moderate seas.
DepEd drops 'Science' for pupils
MANILA, Philippines — The Department of Education (DepEd) has decided to drop "Science" from the roster of subjects taken up by incoming Grade 1 pupils in line with its efforts to decongest the Basic Education Curriculum and to make learning more enjoyable to young learners.
Education Secretary Armin Luistro said that the move to exclude Science in Grade 1 subjects starting this coming school year is based on the design of K to 12 curriculum. "The overall design of the new curriculum to be introduced and implemented this coming June to both Grade 1 and First Year high school students is based on the idea that we should be taking the students where they are," Luistro said in an interview.
But Luistro noted that excluding the subject does not mean that Science concepts will not be introduced to Grade 1 students at all. "We will be integrating topics in other subjects to make the new curriculum more child-friendly," he explained.
Luistro stressed that while the K to 12 curriculum is much more simplified, a lot of topics will be integrated in the subjects. "For instance, there will be no Science subject in Grade 1 but when the students do the readings, there will be Science concepts introduced but Science is not the subject," he explained.
Based on the design of the new curriculum, the learning areas for Grade 1 will be Mother Tongue, Filipino, Edukasyon sa Pagpapakatao, Music, Art, Physical Education and Health (MAPEH), Mathematics, Araling Panlipunan, and English – which will be taught in the second semester and will mainly focus on oral fluency.
Science, as a subject, will be introduced when they get to Grade 3; the Edukasyong Pantahanan at Pangkabuhayan when they reach Grade 4 and Technology and Livelihood Education when they become Grade 6 students.

In December, however, seven months after the blast that killed Mr. Lai, another iPad factory exploded, this one in Shanghai. Once again, aluminum dust was the cause, according to interviews and Apple's most recent supplier responsibility report. That blast injured 59 workers, with 23 hospitalized.
"It is gross negligence, after an explosion occurs, not to realize that every factory should be inspected," said Nicholas Ashford, the occupational safety expert, who is now at the Massachusetts Institute of Technology. "If it were terribly difficult to deal with aluminum dust, I would understand. But do you know how easy dust is to control? It's called ventilation. We solved this problem over a century ago."
In its most recent supplier responsibility report, Apple wrote that while the explosions both involved combustible aluminum dust, the causes were different. The company declined, however, to provide details. The report added that Apple had now audited all suppliers polishing aluminum products and had put stronger precautions in place. All suppliers have initiated required countermeasures, except one, which remains shut down, the report said.
For Mr. Lai's family, questions remain. "We're really not sure why he died," said Mr. Lai's mother, standing beside a shrine she built near their home. "We don't understand what happened."

Sandigan suspends Noy aide over graft

MANILA, Philippines - The Sandiganbayan yesterday ordered Presidential Assistant on Climate Change and Laguna Lake Development Authority (LLDA) general manager Nereus Acosta placed under 90-day preventive suspension for alleged misuse of his pork barrel funds when he was a congressman representing Bukidnon.
The anti-graft court's Fourth Division directed the Office of the President through Executive Secretary Paquito Ochoa Jr. and the LLDA Board of Directors to implement the suspension of Acosta, who faces trial on charges of fraudulently disbursing P10.5 million in pork barrel funds.
In a 10-page resolution, the court ordered Acosta to "cease and desist from further performing and/or exercising the functions, duties, and privileges of the positions he is currently occupying."
The decision was in response to a motion filed by Ombudsman prosecutors Rabendranath Uy and Ireneo Paldeng urging the Sandiganbayan to implement the mandatory suspension of any official charged under the Anti-Graft and Corrupt Practices Act.
Government lawyers said Acosta should be temporarily removed from his post "to prevent the accused public officer from hampering his prosecution by intimidating or influencing a witness, tampering with documentary evidence, or committing further acts of malfeasance."
The Sandiganbayan, in a ruling penned by Associate Justice Maria Cristina Cornejo, junked Acosta's argument that being an alter ego of the President, he could not be suspended.
"Only in matters pertaining to the department where he is assigned and where the President is required by law to exercise authority. The alter ego principle cannot be invoked with respect to acts committed by the public official concerned before his appointment as such Cabinet member or one with the rank of a Cabinet Secretary," the ruling read.
The Sandiganbayan said the criminal liability is personal to the offender and cannot be transferred to another as in Acosta's case.
The anti-graft court added the alter ego argument raised by Acosta is "erroneous" and "utterly bereft of legal basis."
"Accused may simply have ignored the fact that while he no longer holds office where and by virtue of which the questioned acts were committed, nevertheless, he remains to be a public official and not just a public official, but one with a Cabinet rank and as such, logically continues to be with influence," Cornejo said.
However, the suspension order against Acosta can still be appealed through the filing of a motion for reconsideration by the accused 15 days after its official receipt, the Sandiganbayan said.
If a motion for reconsideration is filed within the allowed period, the anti-graft court said the suspension order would not be implemented until after the appeal is resolved.
Acosta is accused of involvement in the allegedly illegal transfer of a Solar Tunnel Dryer worth P2.5 million from the municipality of Talakag to Manolo Fortich and its subsequent use and management by the Bukidnon Integrated Network of Home Industries, Inc (BINHI) when he was still serving as representative of the province.
He was also accused of releasing public funds to the same private entity in the amount of P2.5 million and releasing public funds amounting to P5.5 million to the Bukidnon Vegetables Producers Cooperative (BVPC), another private entity.

Boston marathon attack kills three and injures more than 100 in two blasts
Two large explosions at the final stretch of the Boston Marathon killed at least three people and injured more than 100, sending a pall of smoke over the area and staining the sidewalks with blood.
The blasts took place in a crowd of spectators, just feet away from the finish line where hundreds of runners were completing the world's oldest annual marathon. Photographs showed the area along Boylston Street covered in injured people, with security guards and emergency workers scrambling to give first aid.
Witnesses said they had seen victims who had lost limbs. "There were a lot of people down," said Frank Deruyter, who was running the marathon.
An eight-year-old boy was among the dead. At the city's Children's Hospital a nine-year-old girl, a seven-year-old boy, a 12-year-old and another child aged two were among the injured, according to the Globe.
Early on Tuesday morning the Guardian witnessed FBI investigators entering and leaving a building in the Boston suburb of Revere, at one stage taking away a black plastic bag. The Associated Press said Massachusetts state police had confirmed that a search warrant related to the investigation into the explosions was served on Monday night in Revere but authorities provided no further details.
As many as two unexploded bombs were also found near the end of the 26.2-mile (42km) course as part of what appeared to be a well co-ordinated attack but they were safely disarmed, a senior US intelligence official told the Associated Press on condition of anonymity.
The two devices that caused the carnage had detonated without warning at about 2.50pm ET on Tuesday, the Boston police commissioner Ed Davis told reporters at a media briefing. Asked whether the city was under a terrorist attack, he replied: "We're not being definitive about this right now, but you can reach your own conclusions based on what happened."
The Reuters news agency said the devices used gunpowder as the explosive and were packed with ball bearings and other shrapnel to maximise injuries. Reuters said the description came from a senior law enforcement official briefed on the investigation who declined to be identified because of the sensitivity of the information.
Dozens of injured people were taken to local hospitals where some remained in a critical condition on Monday evening. The Associated Press put the number of injured at more than 130.
Police wearing camouflage uniforms and carrying assault rifles guarded the main entrance of Massachusetts General Hospital on Monday evening. Inside were 29 people injured in the blasts, including eight who were in a critical condition and undergoing surgery. Dr Alasdair Conn, the hospital's chief of emergency services, said at least four of them had arrived with traumatic amputations, meaning their limbs had been blown off.
President Obama, at a briefing at the White House, said: "The American people will say a prayer for Boston tonight. Michelle and I send our deepest thoughts and prayers to the families of the victims in the wake of this senseless loss."
Obama said he had spoken with the FBI director and the Department of Homeland Security, who were co-ordinating the federal response. He stopped short of using the word "terrorism" to describe the explosions but vowed to bring the perpetrators to justice.
"We will find out who did this and we will hold them accountable," he said. "Make no mistake, we will find out who did this and why they did this, and the groups or individuals responsible will feel the full weight of justice."
A White House official, speaking off the record, said the attack was being treated as an act of terrorism. But at a press conference on Monday night the FBI special agent who has taken control of the inquiry, Rick DesLauriers, said it was a "criminal investigation and potential terrorism investigation".
He refused to comment on reports that a "person of interest" was being treated at Brigham and Women's hospital in the city. The police commissioner flatly denied reports there was a suspect at the hospital.
Davis described the loss of life as "horrendous", adding: "This cowardly act will not be taken in stride. We will turn every rock over to find the people who are responsible for this."
The Massachusetts governor, Deval Patrick, said the city would be open on Tuesday "but it will not be business as usual".

The blasts came at the climax of what should have been a day of great celebration for Boston and for marathon runners from around the world. The 26.2-mile race, which started in 1897 and is one of six World Marathon Majors, has almost 27,000 participants and attracts up to 500,000 spectators, making it a massive security operation for the local authorities.
The event takes place on Patriots' Day, a Massachusetts state holiday to mark the first battles of the revolutionary war against Britain. Monday is also "Tax Day" in the US, the deadline for individuals to file their tax returns.
After the explosions the city went into high alert. All off-duty police officers were brought back on the job and told that a maximum alert would remain indefinitely. Tests and controlled explosions were carried out on scores of parcels and backpacks that had been left strewn along the parade line in the panic that followed the blasts.

A no-fly zone was imposed in the immediate zone of the incidents and flights into local airports were suspended briefly. Boston residents and visitors to the marathon were advised to return home or stay in their hotel rooms, and to avoid congregating in public spaces. "People should be calm but they should understand this is an ongoing event," the police chief said.
'A loud boom ... then glass everywhere'
Wounded people were taken to the medical tent that had originally been set up to treat weary runners. One of the victims included a Boston police officer seen being wheeled away from the scene with a bleeding leg. Cherie Falgoust, who was waiting for her husband to finish the race, said: "I was expecting my husband any minute. I don't know what this building is ... it just blew. Just a big bomb, a loud boom, and then glass everywhere. Something hit my head. I don't know what it was. I just ducked."
Dennis Crowley, the founder of social media company Foursquare, was running in the race. He used Twitter to reassure family and friends that he was safe. His cousin witnessed the explosion and was "shaken but OK. FYI no one at mi 26 has any idea what's happening," he tweeted.
Crowley said cell phone service had been swamped by worried callers, mobile batteries were running out and runners were struggling to get through to their friends and relatives.
Doctors treating the 29 patients brought to Massachusetts General Hospital after Monday's blasts were seeing "a lot of shrapnel injuries", said Peter Fagenholz, a trauma surgeon.
Many of the most seriously wounded had sustained damage to their lower limbs, he said. Several of the patients had traumatic amputations and at least one patient had a shattered eardrum, Fagenholz said.
It was too early to say "how everybody is going to do" and a number of the patients would need repeated surgery in the coming days. Fagenholz added: "They're pretty brave, you know? It's a terrible thing and most patients' attitude is just 'Do what you have to do and try to make me better.'"
A spokesman for the White House said the administration was in contact with state and local authorities, with White House officials instructed to provide whatever assistance was necessary in the investigation and response.
Security was stepped up in New York City, with the NYPD's critical response vehicles being deployed, though it was not clear whether the move was a routine precaution or based on any specific intelligence.
In Boston there were accounts that the windows of a local restaurant were blown out. Security was stepped up in hotels and public buildings throughout the city.

Chris Cassidy, a reporter with the Boston Herald who was taking part in the marathon, said he saw two explosions, accompanied by a loud bang and then smoke rising. "I kept running and I heard behind me a loud bang. It looked like it was in a trash can or something. That one was in front of Abe and Louie's. There are people who have been hit with debris, people with bloody foreheads."
Among the injured was Dean Smith, who had been standing close to the second blast site to watch his 27-year-old son finish the race. Both he and his son suffered minor injuries. "It felt like it was right there," he told the Guardian as he left hospital on Monday night, pointing to his car two feet away. "It was really close. My wife said I flew five feet."
Smith sustained a minor shrapnel wound to his right calf. His back was also injured and both his eardrums burst, he said. His son was expected to make a full recovery, he added.
Shaan Gandhi, a medical student at Massachusetts General Hospital, said the hospital was working flat out to take care of the injured. "It's supposed to be a really happy day," he said. "It's supposed to be a really quiet day and then this all happens."
He said he had seen a patient with severe leg injuries. "We were just trying to stop the bleeding as much as possible and try to save his life," Gandhi said. "I've never seen something like this."
This year's Boston Marathon, the 177th annual race in the city, was being staged in commemoration of the Newtown school shooting, in which 20 young children and six educators were killed in December. The finishing mile was dedicated to the victims of Newtown.
