UP, Ateneo in world's top 50 English-teaching universities

MANILA, Philippines - The University of the Philippines (UP) and the Ateneo de Manila University (ADMU) are among the top 50 English-teaching universities in the world, education and career network QS reported.

State-run UP in Diliman, Quezon City is the country's top English-teaching university this year, ranking 34th in the world, followed closely by private school ADMU at 35th place.

De La Salle University (DLSU) was in the 50-100 bracket while University of Santo Tomas (UST) belonged to the 101-150 bracket.

QS did not provide specific ranks for universities that did not make it to the top 50.

Schools from the United States dominated the top 10 list of English-teaching universities: Harvard University (1st), University of California, Berkeley (4th), Yale University (5th), Columbia University (6th), Stanford University (8th), University of California, Los Angeles (9th) and University of Chicago (10th).

University of Oxford and University of Cambridge, which are both in the United Kingdom, ranked 2nd and 3rd, respectively.

University of Toronto in Canada, meanwhile, landed in 7th place.

QS announced the top 200 universities in Asia last May, and 4 Philippine schools made it to the list. UP ranked 62nd, followed by ADMU (65th), UST (104th) and DLSU (107th).

Kabataan party-list Rep. Raymond Palatino earlier lamented that except for UP, all of the country's state colleges and universities (SUCs) are still neglected by the government.

Pre-nup shoot at Libingan ng mga Bayani raises ruckus.



MANILA, Philippines – A seemingly innocent and harmless pre-wedding pictorial has ignited a barrage of criticism from the online community.

For the pre-nup shoot of couple "Jun" and "April," they picked an odd location to serve as a backdrop -- the Libingan ng mga Bayani.

The couple explained that the idea behind the shoot is to invoke the concept of "'til death do us part."

However, the couple's idea backfired as the photos circulated online, particularly on social networking site Facebook.

Photographers also criticized the concept, with wedding photographer John Mateos Ong saying there was no logic behind the shoot.

"Masyado siyang ironic. The place is for mourning pero kasiyahan ang nakikita mo doon," said Ong.

The shoot was also condemned for desecrating the grave markers.

Several photographs even showed the couple in "wacky" poses.

Bureau of Fire Protection Chief General Santiago Laguna, whose uncle is among those buried, felt offended.

"Dapat ay bigyan ng respeto ang mga na namatay na," he said.

Online ire

Netizens took to Twitter and Facebook to express their dismay over the couple's decision to shoot at the Libingan ng mga Bayani.

On Facebook, Bonsai Solis said, "Marami namang ibang place/venue na pwedeng masabi na unique yung concept pero bakit naman dun pa? Nirerespeto nga natin yung libingan ng ordinaryong patay, bayani pa kaya?"

Also on Facebook, Fritzie Sy-Rojas wrote, "Maganda tignan sa larawan pero binabastos naman nila ang mga magigiting nating bayani na nahihimlay dun."

Twitter user @phermendoza tweeted that the shoot was "tasteless" and "disrespectful".

Apology

The photographs were immediately taken down by the studio responsible for the pictorial, East Digital Studio.

The studio's Antoni Magana also apologized for the shoot's concept, admitting that they "overlooked" the sanctity of the location.

Jun also sent a text message to ABS-CBN News, apologizing for the pictorial.

"Our concept for our pre-nup pictorial was the phrase "'til death do us part". The said pictorial was never intended in any way to offend or disrespect the buried soldiers and their families. If we have offended anyone from those images, I would like to express my deepest apology. In behalf of my wife, we are really sorry." -- Report from Abner Mercado, ABS-CBN News

Philippines 12th most populous country

THE United Nations Population Fund showed the Philippines as the 12th most populated country in the world with more than 94 million population in 2010.


The record said Philippines had 94,013,200 population contributing 1.36 percent of the world population.

Among the countries around the world, China ranked number 1 as the most populated country with almost 7 billion.



Among the areas in the country, Quezon City ranked number 1 as the most populated city with more than 2 million followed by Manila, Caloocan, Davao City, Cebu City, Zamboanga, Antipolo, Pasig, Taguig, and Vanlezuela.



The Philippines 2010 population was two million higher than the 2009 population of 92 million. (Sunnex)

Boracay hailed as 4th best island in the world



The sandy shores of Boracay Island in Aklan have once again been recognized internationally, this time when Travel + Leisure Magazine ranked it as the fourth best island in the world in its annual "World's Best Awards."

In Asia, Boracay is ranked second only to Bali in Indonesia.

It was the first time that Boracay was recognized by the magazine.

The survey was conducted from December 2010 to March 2011. Readers voted and decided through Travel + Leisure magazine and the TravelandLeisure.com, the magazine's official website.

The top choices are featured in the magazine's August issue.

Islands were evaluated according to their natural attractions, activities, sights, restaurants and food, visitors and natives, and their value for money, according to the website.

The island wasn't alone in receiving praises from the travel magazine.

Discovery Shores in Boracay was also included in the list of 10 best hotel spas worldwide and listed the best in Asia. Hotel spas were evaluated according to their ambiance, treatments, service and value.

Meanwhile, TripAdvisor.com, a travel site that collates user-generated content, ranked the island the best beach in Asia and second worldwide in their 2011 "Traveler's Choice," which is based on reviews submitted by travelers.

"As long as you visit during dry season, you'll agree this is one of the best beach destinations in the world," said TripAdvisor.com.

In February this year, Boracay and Cebu were among the top destinations for Chinese tourists, according to the Department of Tourism.

Boracay is a favorite destination of local and international celebrities alike, with "Glee" star Mark Salling as one of the island's more recent Hollywood visitors.

De Lima sorry for Arroyo blooper

MANILA, Philippines - Department of Justice (DOJ) Secretary Leila de Lima apologized on Friday to former First Gentleman Jose Miguel "Mike" Arroyo over the Bureau of Immigration's (BI) spelling error that resulted in the agency's failure to find him in its records.

The bureau told de Lima Thursday that it has no record of Arroyo leaving for Hong Kong.

It left the DOJ chief wondering if the husband of former President Gloria Macapagal-Arroyo used a chartered plane to leave the country.

"Nakapagtataka, wala sya sa BI database.Ang ibig sabihin, di dumaan, apparently, sa immigration. Somebody else facilitated the processing of the documents kaya nagkaganoon," she said.

It drew a response from Arroyo's lawyer, Inocencio Ferrer, who presented the former First Gentleman's passport, baggage tag, travel tax and terminal fee receipts, and a certification from Cathay Pacific to prove that he had records of departure from Manila for Hong Kong last Sunday.

Ferrer also asked de Lima to apologize.

The DOJ chief said upon second look, it was discovered that the former First Gentleman's surname, Arroyo, was spelled as "Aroyo" in his immigration departure record.

It resulted in Arroyo's name failing to surface in a subsequent search of bureau records.

" Just verified from BI that indeed FG (Arroyo) went through the immigration counter," de Lima said.

She also said sorry to Arroyo.

"I humbly apologize in behalf of BI for apparently giving me an erroneous info and/or for committing certain lapses. In any case, I still want to know from BI the true cause for the wrong info," she said in a text message to ABS-CBN News. - report from Ina Reformina, ABS-CBN News

DBP employees straining under new management's aggressive probe tactics

MANILA, Philippines—Many employees of the state-owned Development Bank of the Philippines reported for work on Wednesday, wearing black shirts or sporting black ribbons in grief over the suicide of a young lawyer in the midst of a controversial probe on transactions conducted during the previous regime.
The lawyer, Benjamin Pinpin, was earlier found dead hanging in a hotel room while suicide notes were found indicating his regret at having signed an affidavit attesting to an allegedly anomalous loan transacted by the government bank.
As paranoia gripped employees given an ongoing scrutiny of transactions during the previous regime, DBP president and chief executive officer Francisco del Rosario vowed to judiciously lead the bank through these tough times.
"I want you to know that as your CEO, I assure you that I believe in due process and protection of people's rights," Del Rosario said in a note to be circulated to employees.
The note added that the DBP would be ready to extend "all the necessary assistance" to the Pinpin family "during these difficult times."
On the other hand, a former DBP board member said the previous DBP board was "aghast at the kind of methods and tactics employed by current board officials of DBP."
Pinpin, who had worked at the documentation unit of the DBP's legal department, was among the 20 employees who were given "show cause" letters by the DBP board. Industry sources said that as of last week, Pinpin had signed an affidavit to support allegations that the DBP's P510 million loan to Delta Venture Resource Inc., a company led by former Trade Minister Roberto V. Ongpin, was anomalous.
Although the loan had long been settled ahead of maturity, it was widely believed within the DBP that some people in the new board were attempting to dig deeper into the transaction on suspicion that the paper trail would eventually lead to former First Gentleman Mike Arroyo. Many employees have not been happy with the way the investigation was being handled and were concerned that this was disrupting the organization, banking sources said.
Ongpin, a local partner and representative of the British banking giant Ashmore, which has over $50 billion in assets under management globally, has denied allegations of fronting for his friend Arroyo and challenged critics to show proof otherwise.
According to people familiar with the suicide notes left by Pinpin, the lawyer had thought he could absolve himself and save his family by signing an affidavit. "Signing the affidavit was the biggest mistake of my life," based on excerpts of the notes circulating among DBP employees. "I exposed myself by going beyond the truth."
Notes of sympathy circulated through text on Tuesday as soon as news about the suicide broke out, urging employees to wear black in sympathy to Pinpin and to indicate distraught over "the state of affairs in DBP." Many indeed showed up for work wearing black on Wednesday, at the head office and some branches. Some of Pinpin's colleagues from the legal department also wore black armbands.
Meanwhile, DBP chairman Jose Nuñez issued a statement Tuesday reporting that Pinpin had died under "unusual circumstances."
Pinpin, who was in his early 40s, is survived by his wife and two children.
The deceased lawyer obtained his law degree from Arellano Law foundation and finished BS Economics from the University of the Philippines.

DBP lawyer 'pressured' to testify against former bank execs

MANILA, Philippines - The chief legal counsel of Development Bank of the Philippines (DBP) confirmed that the bank lawyer who was found dead in an apparent suicide on Tuesday was caught up in an ongoing investigation aimed at pinning down previous management for alleged anomalous transactions.

ABS-CBN News quoted Belinda Tejada as saying that lawyer Benjamin Pinpin wrote about his predicament in a letter to his wife before he took his own life. Pinpin was reportedly being pressured to sign a document that would divulge highly irregular transactions approved by the previous DBP bosses, including a P500-million loan awarded to a reputable businessman.

Tejada, in an interview, said the witch hunt forced Pinpin to commit suicide.

"I know for a fact that the real target here is the previous administration, previous board of directors... especially former president Reynaldo David," she said.

Pinpin, 43, strangled himself with a nylon cord in a bathroom of a Eurotel hotel along Zapote-Alabang Road in Las Piñas City on Tuesday, police said.

The DBP said in a statement that Pinpin appeared to have died "under unusual circumstances" and that he was part of a probe into "previous questionable transactions" made by the bank. Reports earlier said Pinpin was also among more than a dozen people who received show-cause letters from the new DBP board in relation to the questionable transactions.

Pinpin's wife, Amy, said her husband was under a lot of pressure. "Yung asawa ko talaga pressured. So the pressure he has been feeling, and I understand that, if I were in his situation, probably I'd do the same."

President Benigno Aquino III has ordered Finance Secretary Cesar Purisima to find out whether the investigative process at DBP has become "overzealous."

"If they have been overzealous, we will rein them in. But if they are performing something that is necessary... 'Yung zealousness of the board also is to get a handle as soon as possible on what has transpired," he said.

Current DBP president Francisco del Rosario, for his part, said he will ensure that due process is given to anyone involved in the investigation.

"I would like to make sure that everyone is given fair treatment," he noted.

'Truth is GMA won'

An epidemic of amnesia seems to be sweeping our country, leading to hysterical demagoguery. Try to remember the facts.
The opposition in 2004 was so much of a squabbling, disunited pack that everyone wanted to be president. The result: Panfilo Lacson helped defeat Fernando Poe Jr. by grabbing 11 percent of the votes, with the late Raul Roco and Ed Villanueva together getting 12 percent. All these votes could have gone to a single opposition candidate – but didn't.
President Gloria Macapagal-Arroyo, on the other hand, had a formidable force. It consisted mainly of Edsa II forces who didn't want Joseph Estrada restored to power through his surrogate, FPJ, plus more: the Lakas-NUCD, the Liberal Party, the Nacionalista Party, the Nationalist People's Coalition, Fidel Ramos, Miriam Santiago, then Senate President Franklin Drilon, then House Speaker Jose de Venecia, the Cojuangcos, the Firm, the NGOs, the Catholic Church, the Iglesia ni Cristo, El Shaddai, Couples for Christ, the Makati Business Club, the media empires, 85 percent of incumbent governors and congressmen, Nora Aunor, Vilma Santos. And of course, not once, but twice, did the democracy icon Corazon Aquino back the winning presidential candidate.
Estrada had begged his best friend FPJ to run, saying that he would rot in prison if Arroyo remained in power. He told FPJ he wouldn't spend a centavo, as his cronies would raise a billion-peso campaign kitty. They got cold feet though because of a court case alleging that FPJ was not a natural-born Filipino citizen, and therefore couldn't be president. Campaign funds dried up and the ragtag FPJ organization ran out of steam. Is it so surprising that 1.12 million more Filipinos voted for a real person instead of a reel persona, who refused to debate what he would do if he was elected president and who even quarrelled with the media?
A piece entitled "Truth is GMA won" (Inquirer, 10/29/05) by Winnie Monsod, who has a reputation for rigorous thinking and principled non-partisanship, provides more facts on the 2004 contest:
"It has been said that if you repeat a lie often enough, people will start thinking it is true... Unfortunately for them, there is another saying: 'You can fool some of the people all of the time, and you can fool all of the people some of the time, but you can't fool all of the people all of the time."
"Item: 'Gloria Arroyo is an illegitimate president' [because she cheated to win].
"1. Voter preferences as recorded by the Social Weather Stations, which conducted polls every two weeks since the start of the campaign period, showed that while at the beginning (Jan. 16-28) the lead of FPJ over Arroyo was almost 10 percentage points, this was whittled down so that a month later, they were running neck-and-neck, and this continued into March. By the second week of April, the polls showed Ms Arroyo ahead by almost five percentage points although this was not statistically significant. But by the week before the elections, Ms Arroyo's lead over Poe was significant (37 percent vs. 30 percent).
"The other major polling organization, Pulse Asia, also noted the same trend, although its polls were taken at slightly different time periods...
"Its last poll from April 26-29 showed Ms Arroyo leading, 37 percent vs. 31 percent. Note that a six-point lead in voter preferences... would imply a difference of 2.0-2.5 million votes between the two candidates.
"2. Exit polls on Election Day itself by at least three media organizations validated the run-up polls. All of them showed Ms Arroyo as the winner.
"3. The final official congressional canvass showed Ms Arroyo getting 40 percent of the votes cast, while Poe got 36.5 percent (a difference of 1.1 million votes), while the Namfrel Quick Count, based on 83 percent of total precincts showed Ms Arroyo with 39.4 percent and Poe with 36.8 percent (a difference of 700,000 votes).
"All figures from different sources are within the same ballpark, and all indicate that Ms Arroyo won. For those who think that the poll results should not be accepted, it should be pointed out that the head of the Social Weather Stations is the first cousin of Poe.
"What's more, other circumstances obtaining during the campaign period support the conclusion that it is the claim of 'illegitimacy' that is a lie: after all, her coalition party, K4, won 58 percent of senatorial seats, 87 percent of congressional seats, 85 percent of gubernatorial slots, 87 percent of city mayor seats, and 85 percent of all mayor seats. Either they carried her or she carried them, or there was some combination of both.
"Could this have been the result of a grand conspiracy to commit massive cheating at all levels? But that is not what either the Catholic Bishops' Conference of the Philippines or the Namfrel thought. Said the prelates: 'There were some instances of cheating and violations of election law by political parties in their areas but these did not affect the voting in general. It is the view of the bishops that the results of the elections reflected the will of the Filipino people.'
"Said Namfrel secretary general Bill Luz: 'The results of the elections are credible and reflect the vote of the people. We didn't see enough electoral anomalies at the national level to have a material effect on the national results.'
"... And finally, it was generally acknowledged that Poe was shooting himself in the foot during the campaign, and that the opposition was split four ways. In other words, they did it to themselves.''
And "Garci"? If he cheated for Arroyo, he did a lousy job. Votes for Arroyo in Mindanao, based on Congress' official count, were 527,144 less than the votes based on the SWS exit poll. That is too big to be a poll's margin of error: Was it she who was cheated?

^ i voted for her in 2004 for the sake of continuity. but sad to say, nothing much happened.
now she is in the brink of dying.. some say she deserved it (karma), while others think it is a clever escape plan.. so many negative comments and accusations. got tired of this. the fact she said "I am sorry" says a lot.

anyway, i just wish her all the best. i miss her for the so-called "holiday economics".
